Final Statement of the Fifth Conference of the League of Parliamentarians for al-Quds and Palestine

In the presence of H.E. the President of the Republic of Türkiye, Recep Tayyip Erdoğan, may Allah protect him, and under the auspices of the Speaker of the Turkish Parliament, Prof. Numan Kurtulmuş, LP4Q’s fifth conference 'Freedom and Independence for Palestine' was held on 04/26/2024 AD for three consecutive days in Istanbul. Parliamentary delegations from 80 countries across the continents of Asia, Africa, Europe, and Latin America participated in the conference, including a significant number of parliamentary speakers and their deputies; presidents of parliamentary blocs; presidents of the Palestine parliamentary committees; friendship committees; representatives of international, regional and continental parliamentary bodies; and presidents of international bodies assisting Palestinian rights around the world.

The conference covered critical sessions, purposeful seminars, and extensive workshops addressing the political, legal, and humanitarian measures necessary to achieve an immediate and rapid halt to the heinous genocidal war, the fatal repercussions of the illegal siege, and the blatant forced displacement policies committed by the Israeli Occupation against children, women, the elderly, and the defenseless infirm.

The Freedom and Independence for Palestine Conference kicked off with an opening session presenting a speech from Turkish President Recep Tayyip Erdoğan who strongly condemned the brutal crimes committed by the Israeli Occupation against the people of Gaza, holding the international community accountable for its complete silence and failure to enforce political and legal mechanisms to immediately end the aggression and penalize the leaders and figures of the occupation.

The Speaker of the Turkish Parliament Prof. Numan Kurtulmuş, LP4Q President Mr. Hamid bin Abdullah Al-Ahmar, and President of LP4Q in Türkiye Dr. Nureddin Nebati, delivered their speeches asserting the necessity of carrying all possible ways and means that lead to an immediate end to the genocidal war, the lifting of the brutal unlawful siege imposed on the people of Gaza, and holding accountable all those involved in these atrocities. During the LP4Q forum session, speakers of parliaments voiced their affirmations and support for the Palestinian people against the Israeli Occupation which is waging an unprecedented war in human history.

As for the Parliamentary Forum session, the interventions of delegations' presidents and representatives of various countries and bodies emphasised the necessity of urgent action at all levels to immediately halt the Israeli killing machine and bring the perpetrators to international justice.

Among the conference's most notable activities were the specialized seminars shedding light on the legal aspect of confronting the brutal Israeli war on the Gaza Strip, the humanitarian aspect of implementing urgent projects to relieve the severe suffering experienced by Gazans, and the political aspect of verbalizing the official and public role to confront the shameful crimes committed with the help of parties that have for long sung the praises of noble human values.

During the administrative session, the administrative report of the previous term was presented, along with some amendments to LP4Q’s statute. Then, Mr. Hamid bin Abdullah Al-Ahmar was recommended as president of the new term, and an agreement was reached on the executive board that supervises the management of LP4Q’s affairs.

It is important to note that the decisions and recommendations were made through a series of collaborative activities and internal meetings between the representatives. The conference participants agreed on the following:

  1. Strongly condemning the unjust war of extermination waged by the Israeli Occupation State against the Gaza Strip which has led to the martyrdom and wounding of nearly one hundred and twenty thousand Palestinian citizens and the destruction of buildings and infrastructure.
  2. The participants consider the Israeli Occupation as the greatest obstacle to achieving peace in the region. The Zionist ideology is the greatest threat to world peace. Israeli actions, which violate all human values without recognizing any legal and moral rules, are acts of terrorism. The participants refuse to consider Israeli objections to the genocidal crimes committed as antisemitism and view such objections as desperate attempts to silence and prevent humanity’s conscience from fulfilling its noble values. Opposing Zionism, which poses a grave threat to people of all religions, including non-Zionist Jews, means resisting terrorism and its forms as well as defending peace and human values.
  3. Condemning the criminal participation of the United States of America and some Western countries in supporting Israel militarily and economically to continue killing, starving, and displacing the Palestinians in Gaza.
  4. Calling to end this war immediately to spare innocent people, stop the machine of crime and destruction, and allow the smooth delivery of food, drinking water, and medical and pharmaceutical aid in sufficient quantities to the people of Gaza.
  5. Stressing that the policy of killing and annihilation committed by the Israeli war machine has been an official policy systematically practiced against the Palestinian people since the occupation of Palestine in 1948.
  6. Highlighting the measures of apartheid committed by Israel, which is the ugliest form of occupation in the world.
  7. Commending the Palestinian resistance and its extraordinary heroism against the genocidal war, and emphasising that the Palestinian people’s resistance against the occupation by all means is a legitimate right guaranteed by divine laws and international legislation.
  8. The participants believe that the Palestinian factions defending their people and land are liberation movements that deserve praise and acclaim for their national role in seeking freedom, liberation and independence, and they reject branding them as terrorism.
  9. Acclaiming the positions of the countries that stood up against the unjust aggression on Gaza since its beginning, and these are most of the countries in the world led by Türkiye, and the distinguished position of its president in refusing to label the Palestinian resistance movements as terrorism.
  10. Praising South Africa which has confronted the crimes of Israel and the genocidal war it is waging against innocent people and has taken the initiative to bring the case before the International Court of Justice.
  11. Denouncing the lack of impartiality of the Prosecutor of the International Criminal Court and his visit to Israel while failing to visit the Gaza Strip to inspect the crimes of genocide and demanding him to issue arrest warrants against Israeli criminals involved in the war of genocide.
  12. Calling for the establishment of an international legal initiative supported by parliamentarians and parliaments that will coordinate the efforts of legal professionals working to prosecute the criminals involved in the genocide war.
  13. Warning of the imminent danger threatening Jerusalem and its Islamic and Christian holy sites as well as the acceleration of Judaization and the daily desecration of the holy sites and the blessed Al-Aqsa Mosque carried out by settlers with official support from the Israeli government.
  14. Praising all countries and bodies which support safeguarding Jerusalem’s identity and its Arab-Islamic civilization, including the Jordanian Hashemite custodianship of Islamic and Christian holy sites in Jerusalem.
  15. Warning of the new wave of displacement of the Palestinian people from the West Bank and Gaza announced by the Israeli government at the beginning of the war on Gaza.
  16. Supporting the global boycott movement of Israel and its supporters and calling on parliaments to enact laws that contribute to the global boycott movement in addition to criminalizing dealing and communicating with Israel in all fields.
  17. Standing firmly in the face of the wave of normalization with Israel, including by some Arab and Islamic countries, and emphasizing that parliamentarians have a decisive role in rejecting normalization by their countries.
  18. Supporting international activists from various countries of the world who are contributing to efforts to stop the war and lift the unjust siege on Gaza, and inviting parliamentarians to participate in such activities, including the Freedom Flotilla to break the siege.
  19. Adopting the issue of Palestinian prisoners in Israeli prisons in all forums, especially prisoners who are members of the Palestinian Legislative Council.
  20. Lauding the global popular movement in solidarity with the Palestinian people, and the distinguished global scene in solidarity with Gaza and its people after the unjust war of genocide, and at the top of this movement the global humanitarian student uprising that has defied all aspects of intimidation, including the student movement in American universities.
  21. Urging the participants in the conference, including the speakers of parliaments, heads of parliamentary blocs, and all parliamentarians, to revive the conference’s decisions and adopt them in their countries, and to cooperate with various parliamentary blocs in monitoring governments and encouraging them to take stances supportive of the Palestinian people and their just demands.
  22. Prompting all parliaments in the world, especially friendly parliaments, to establish a special committee to support the Palestinian issue within the parliamentary committees, activating and supporting this committee, and urging the heads and members of these committees to communicate and coordinate efforts to achieve the desired goal.
  23. Calling on all participating parliamentarians and parliaments to activate the role of the League to be a global parliamentary legal and political umbrella supporting Palestinian right and coordinating international parliamentary efforts to confront those who back the Israeli occupation and its unjust war against the Palestinians.
  24. Striving diligently to activate the most prominent decision of the conference to establish the global alliance to revive the system of rights, justice, values and rational principles across parliaments, governments and peoples in the face of the alliance of oppression, injustice, tyranny, occupation and racism that supports Israel in its criminal war on the Gaza Strip and to devote the right and support it everywhere in the world, and calling on the Turkish President to take the lead position in this global alliance.
  25. Activating the role of youth and women among parliamentarians and highlighting their efforts in defending Palestinian rights and enhancing their presence in the basic bodies of the League.
  26. Contributing to relief efforts and urging parliamentarians and parliaments to provide relief aid to Gaza to confront the danger of famine threatening Palestinians in the Strip.
  27. Extending thanks and appreciation to H.E. the Turkish President Recep Tayyip Erdoğan, the Speaker of Parliament Professor Numan Kurtulmuş, the former Speakers of the Turkish Parliament, and H.E. Dr. Nureddin Nebati, Chairman of the Supreme Preparatory Committee for the Conference, for their role in supporting the League and hosting its conferences in Türkiye, which contributed to its prestigious global status as an international parliamentary platform defending the Palestinian issue, and emphasising deep thanks to them for the distinguished hosting of this conference and the warm reception and generous hospitality.
